SOLARIS Builds Occupational Safety and SAPA Compliance Systems for Solar Contractor BizHub

Since January 2024, the Serious Accidents Punishment Act (SAPA) has applied to every workplace with five or more regular employees, bringing solar contractors within its scope regardless of project size. Project owners are also increasingly asking contractors for safety and health management plans and risk assessments, so a safety and health system has become a requirement from the bidding stage onward.

From June to September 2026, SOLARIS carried out a consulting engagement for BizHub Co., Ltd., a solar construction and operations company, building an on-site safety and health management system under the Occupational Safety and Health Act (Scope 1) and a SAPA compliance system (Scope 2), and delivered the results.

(Scope of work) Under Scope 1, we created a standard set of 23 statutory forms used on site every day, together with a drafting manual and a site operations manual, and applied them to two active solar projects at pharmaceutical plants, completing the safety and health management plan, job safety analyses (JSA) for each work process, and the occupational safety and health expense plan in the form submitted to the project owner. Under Scope 2, we assessed how SAPA applies, identified the responsible executive, and built a draft compliance regulation in the form of internal rules, an evidence matrix for each statutory duty, a semiannual integrated inspection system, a serious accident crisis response manual, executive training materials and a tabletop exercise scenario.

(Why a law firm) Liability under the Occupational Safety and Health Act and SAPA turns, after an accident, on whether a system was in place beforehand and whether that can be proven with documents. SOLARIS did not stop at preparing forms: we designed the rules, inspection cycles and record retention standards together so that records that serve as defense evidence in investigations and trials build up every six months. Drawing on our renewable energy experience, we addressed hazards specific to solar construction, such as falls and electric shock, process by process.

(Value to the client) BizHub now has standardized assets it can operate at the same level even when staff change, and can apply them as-is to other sites. It can prepare the documents project owners require in-house and keep records evidencing its compliance with SAPA.

SOLARIS will continue to help solar construction and operations companies turn safety and health regulation into a competitive advantage in winning contracts.
